Abstract. Islam is a universal religion that enjoined to help one another against fellow people, Islam also enjoined us to establish zakat because zakat is an obligation for Muslims who are used to help other society, stabilize economy of society from the bottom to upper class, so that with existence zakat Muslims no one is oppressed because zakat can eliminate the distance between the rich and the poor This research aims to, Reveals how the criteria mustahik according to Islam, Reveals how the mustahik criteria in the Pusat Zakat Umat, Reveals how the analysis of Dewan Hisbah Persis Exactly in determining the mustahik criteria in the Pusat Zakat Umat. This research was using qualitative method, which means studying the problem by tracing and analyzing the material in the form of theoretical data from the literatures related to the analysis of the board of precursor precisely in establishing the mustahic criteria in the Pusat Zakat Umat. This approach use a normative juridical approach, an approach that is based on major legal materials by examining the theories, concepts, legal principles and legislation related to this research. This approach is also known as the literature approach by studying books, laws and other documents related to this research Based on the analysis of Dewan Hisbah Persis in determining the mustahic criteria in Pusat Zakat Umat that Dewan Hisbah Persis does not focus the distribution of zakat funds but only to establish zakat's mustahic criteria.Keywords: Dewan Hisbah Persis, mustahik, PZU Abstrak Islam adalah agama yang universal yang menyuruh untuk saling tolong menolong terhadap sesama umat, islam juga menyuruh kita untuk mendirikan zakat karena zakat merupakan suatu kewajiban bagi umat Islam yang digunakan untuk membantu masyarakat lain, menstabilkan ekonomi masyarakat dari kalangan bawah hingga kalangan atas, sehingga dengan adanya zakat umat Islam tidak ada yang tertindas karena zakat dapat menghilangkan jarak antara si kaya dan si miskin Penelitian ini bertujuan untuk, Mengungkapkan bagaimana kriteria mustahik menurut Islam, Mengungkapkan bagaimana kriteria mustahik di Pusat Zakat Umat, Mengungkapkan bagaimana analisis Dewan Hisbah Persis dalam menetapkan kriteria mustahik di Pusat Zakat Umat Penelitian ini menggunakan metode kualitatif, yang berarti mengkaji permasalahan dengan menelusuri dan menelaah bahan berupa data teoritis dari literatur-literatur yang berhubungan dengan analisis dewan hisbah persis dalam menetapkan kriteria mustahik di pusat zakat umat. Pendekatan ini menggunakan pendekatan yuridis normatif, adalah pendekatan yang dilakukan berdasarkan bahan hukum utama dengan cara menelaah teori-teori, konsep-konsep, asas-asas hukum serta peraturan perundang-undangan yang berhubungan dengan penelitian ini. Pendekeatan ini dikenal pula dengan pendekatan kepustakaan, yakni dengan mempelajari buku-buku, peraturan perundang-undangan dan dokumen lain yang berhubungan dengan penelitian ini Berdasarkan analisis Dewan Hisbah Persis dalam menetapkan kriteria mustahik di PZU bahwa kriteria mustahik di PZU tidak ada perbedaan dengan kriteria mustahik Dewan Hisbah perbedaannya hanya tidak memfokuskan pembagian dana zakat melainkan hanya menetapkan kriteria mustahik zakat.Kata Kunci: Dewan Hisbah, Mustahik, PZU |
