Abstract. This research is motivated by the increasing demand of consumers for the safety of food products from animals. Animal food players must meet hygiene and sanitation standards for goods and / or services so that they can guarantee the security rights of consumers. The veterinary control number certificate is a proof for the business actor because the product produced is in accordance with the quality and quality standards specified in the legislation. Therefore this study examines the effectiveness of the regulations relating to ownership of a veterinary control number certificate. This study uses a normative juridical method that examines secondary data with descriptive analytical research specifications. Data collection techniques used in this study were library studies and interviews. The method of data analysis in this study is qualitative because it connects one article with another article in one statutory regulation. The results of the study are that the ownership of the veterinary control number certificate has the effect of achieving legal certainty, legal justice, legal order and the right to consumer safety. encountered various obstacles in obtaining a veterinary control number certificate. The Garut Regency Government has carried out socialization and supervision of the pre-submission of applications and post-acceptance of the veterinary control number certificate. There is no sanction for animal food business actors who do not have a veterinary control number certificate.Keywords: Animal-based Food, Veterinary Control Number Certificate, Consumer Protection.Abstrak. Penelitian ini dilatarbelakangi dengan semakin meningkatnya tuntutan konsumen terhadap keamanan produk pangan asal hewan. Para pelaku pangan asal hewan wajib memenuhi standar higiene dan sanitasi terhadap produk barang dan atau jasanya sehingga dapat menjamin hak keamanan atas konsumen. Sertifikat nomor kontrol veteriner merupakan sebuah tanda bukti bagi pelaku usaha karena produk yang dihasilkannya telah sesuai dengan standar kualitas dan mutu yang ditentukan dalam peraturan perundang-undangan. Oleh karena itu penelitian ini mengkaji efektifitas peraturan-peraturan yang berkaitan dengan kepemilikan sertifikat nomor kontrol veteriner. Penelitian ini menggunakan metode yuridis normatif yang mengkaji data sekunder dengan spesifikasi penelitian deskriptif analitis. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi kepustakaan dan wawancara. Metode analisis data dalam penelitian ini yaitu kualitatif karena menyambungkan satu pasal dengan pasal lain dalam satu peraturan perundang-undangan. Hasil penelitian adalah kepemilikan sertifikat nomor kontrol veteriner berdampak tercapainya kepastian hukum, keadilan hukum, ketertiban hukum dan hak atas keamanan konsumen. terdapak berbagai kendala dalam mendapatkan sertifikat nomor kontrol veteriner. Pemerintah Kabupaten Garut telah melakukan sosialisasi dan pengawasan pra pengajuan permohonan serta pasca penerimaan sertifikat nomor kontrol veteriner. Tidak adanya sanksi bagi para pelaku usaha pangan asal hewan yang tidak memiliki sertifikat nomor kontrol veteriner.
