Abstract. The arrangement and development of street vendors is one of the governments program in Bandung city which aim to improve Bandung city in order to be more safe, clear, and strengthen Bandung city as a tourism city. The impact of the existence of street vendors to the street environment made the goverment of Bandung city establish a regulations that is regional regulation number 4 years 2011 concerns the arrangement and development the street vendors. However, practicaly this regulation has not been implemented effectively. This research review how the implementation of regional regulation number 4years 2011 concerns the arrangement and develompent of street vendors for public facilities in Bandung city. This study uses a normative juridical approach method with descriptive research specifications analysis and analysis of qualitative juridical data. The results of this study revealed that regional regulations number 4years 2011 in practice has not been properly implemented by the street vendors. Therefore Bandung municipal government made some efforts. One of which is relocating street vendors to a designated location which get an unfavorable response from most street vendors.Keywords: Implementation, The Role of Goverments, The Arrangement and Development Street Vendors.Abstrak. Penataan dan Pembinaan PKL adalah Program Pemerintah Daerah Kota Bandung yang bertujuan untuk tercapainya Kota Bandung yang, aman, bersih, dan tertib serta memantapkan Kota Bandung sebagai Kota tujuan wisata. Dampak dari keberadaan PKL di lingkungan jalan membuat pemerintah kota Bandung menetapkan peraturan yaitu Peraturan Daerah Kota Bandung Nomor 4 Tahun 2011 tentang Penataan dan Pembinaan Pedagang Kaki Lima. Namun, pada prakteknya masih banyak PKL yang melanggar aturan tersebut. Oleh karena itu penelitian ini mengkaji, Bagaimana Implementasi Perda Kota Bandung Nomor 4 Tahun 2011 tentang Penataan dan Pembinaan PKL terhadap keberadaan PKL di sarana publik kota Bandung, dan Bagaimana Peran Pemerintah Daerah Kota Bandung terhadap keberadaan PKL di sarana publik kota Bandung. Penelitian ini menggunakan metode pendekatan yuridis normatif dengan spesifikasi penelitian deskriptif analisis dan analisis data yuridis kualitatif. Hasil dari penelitian ini adalah memperlihatkan bahwa Perda Nomor 4 Tahun 2011 dalam praktiknya belum di implementasikan dengan baik oleh para PKL, serta upaya pemerintah daerah kota Bandung salah satunya merelokasi PKL ke lokasi yang telah ditentukan mendapatkan respon yang kurang baik dari sebagian besar PKL.
