Abstract. According to data released by the Central Statistics Agency in 2019 the number of tourist arrivals to Indonesia is increasing from year to year. As for how to obtain an overview of the number of foreign tourists visiting Indonesia is to do forecasting. ARIMA forecasting process method will generally give better results than the methods of forecasting the others, because this method does not ignore the rules on time series data such as stationary testing, parameter estimation and diagnostic examinations but the calculation process is quite complex. Grey System Theory Method is a method of forecasting that is focused on forecasting with uncertainty, in terms of Grey System Theory does not pay attention to the rules of time series data. So the calculation using the Grey System Theory easier to do than ARIMA. In this thesis two models of these methods will be compared and see which most suitable model is used to predict the number of foreign tourists visiting Indonesia. Of modeling that has been done shows that the model of GM (1,1) be the most suitable model used to forecast the number of tourist arrivals to Indonesia with MAPE value of 6.929004%.Keywords: Grey System Theory, ARIMA, Time Series Analysis, Foreign TouristsAbstrak. Menurut data yang dirilis Badan Pusat Statistik (BPS) tahun 2019 jumlah kunjungan wisatawan mancanegara ke Indonesia tercatat meningkat dari tahun ke tahun. Adapun cara untuk memperoleh gambaran tentang jumlah kunjungan wisatawan mancanegara ke Indonesia adalah dengan melakukan peramalan. Proses peramalan dengan metode ARIMA pada umumnya akan memberikan hasil yang lebih baik dari metode-metode peramalan yang lain, sebab metode ini tidak mengabaikan kaidah-kaidah pada data deret waktu seperti pengujian stasioneritas, penaksiaran parameter, dan pemeriksaan diagnostik tetapi proses perhitungannya cukup kompleks. Metode Grey System Theory adalah metode peramalan yang difokuskan pada peramalan dengan kondisi ketidakpastian, dalam artian Grey System Theory tidak memperhatikan kaidah-kaidah data deret waktu. Sehingga perhitungan menggunakan Grey System Theory lebih mudah dilakukan dibandingkan ARIMA. Dalam skripsi ini kedua model dari metode tersebut akan dibandingkan dan dilihat manakah model yang paling cocok digunakan untuk meramalkan jumlah kunjungan wisatawan mancanegara ke Indonesia. Dari pemodelan yang telah dilakukan diperoleh hasil bahwa model GM (1,1) menjadi model yang paling cocok digunakan untuk meramalkan jumlah kunjungan wisatawan mancanegara ke Indonesia dengan nilai MAPE sebesar 6,929004%.Kata Kunci: Grey System Theory, ARIMA, Analisis Deret Waktu, Wisatawan Mancanegara.
