Abstract. Classic Weibull distribution is used to solve the problems of a long time of an object that is able to endure until such an object is not functioning. However, the classic Weibull distribution does not accurately represent the probability of zero observation and very low observations. If it is ignored, it will produce an invalid model. So this distribution is not suitable if it is used to model data that has zero observation frequency of more than 15%. The solution to the problem of zero observation is to use a hybrid Weibull distribution. Hybrid Weibull distribution will be applied to model wind speed data. The application of this solution will be compared with standard techniques, namely normal distribution and classic Weibull distribution. The data modeling procedure using hybrid Weibull distribution is: (1) describing wind speed data to see whether the calm wind speed is more than 15%, (2) estimating the parameters of normal distribution, Classic Weibull distribution, and hybrid Weibull distribution, (3) choosing the best distribution to model wind speed using a coefficient of determination and root mean square error. The description results show that Bandung has very high calm wind speeds of more than 29%. From the calculation of goodness of fit concluded that hybrid Weibull distribution is suitable for monthly wind speed with concern to the calm wind speed in Bandung. Distribusi Weibull klasik digunakan untuk menyelesaikan masalah menyangkut lama waktu suatu objek yang mampu bertahan hingga akhirnya objek tersebut tidak berfungsi sebagaimana mestinya. Namun, distribusi Weibull klasik tidak secara akurat mewakili probabilitas pengamatan nol dan pengamatan yang sangat rendah. Jika hal itu diabaikan maka akan menghasilkan model yang tidak valid. Sehingga distribusi ini tidak cocok jika digunakan untuk memodelkan data yang memiliki frekuensi pengamatan nol lebih dari 15%. Solusi untuk mengatasi masalah pengamatan nol adalah dengan menggunakan hybrid Weibull distribution. Hybrid Weibull distribution akan diaplikasikan untuk memodelkan data kecepatan angin. Penerapan solusi ini akan dibandingkan dengan teknik standar yaitu distribusi normal dan distribusi Weibull klasik. Prosedur pemodelan data menggunakan hybrid Weibull distribution adalah: (1) mendeskripsikan data kecepatan angin untuk melihat apakah kecepatan angin tenang lebih dari 15%, (2) menaksir parameter distribusi normal, distribusi Weibull Klasik, dan hybrid Weibull distribution, (3) memilih distribusi terbaik untuk memodelkan kecepatan angin menggunakan koefisien determinasi dan root mean square error. Hasil pendeskripsian menunjukkan bahwa Kota Bandung memiliki kecepatan angin tenang yang sangat tinggi lebih dari 29 %. Dari perhitungan goodness of fit menyimpulkan bahwa hybrid Weibull distribution cocok untuk memodelkan kecepatan angin dengan memperhatikan kecepatan angin tenang di Kota Bandung.
