Abstract. Clean water supply system is a fundamental requirement to improve the quality of life and well-being of people living in urban slums. The Government formed a city without Slums Programme (KOTAKU) to prevent and improve the quality of slums in urban areas through the development of infrastructure with the concept of community empowerment. However, the participation of the community in the development of the system of provision of clean water through the course of KOTAKU in Kelurahan Sukapura indicated that each of the stages was composed and performed by other parties who have specific interests. In addition, the community cannot be said to be independent in its implementation and have a sense of community is reluctant to follow the program. Results of the study stated that the level of public participation in the development of a clean water supply system through KOTAKU in Kelurahan Sukapura consultative participation levels are on, it means the community participate in a way consultation, while the community has not had the opportunity to make decisions together. Despite the public enthusiasm, people still need to be accompanied by a team of facilitators because public knowledge about physical development undertaken is still lacking. The community still needs to be accompanied by the programs through a team of facilitators regarding planning, implementation, management, utilization up to scrutiny on physical development. Recommendations are given is the need for the intensity of the socialization program so that the public gets the knowledge of the program; motivate people to participate by providing training, extension and improvement of the ability of the community before the program takes place; implement the concept of Bottom-Up Planning in order to awaken the stakeholder dialogue; as well as provide information about spatial plan, structuring the environment, licensing and technical standards in the framework of prevention and improved quality of the slums.Keywords: Community Participation, Program KOTAKU.Abstrak. Sistem penyediaan air bersih merupakan syarat mendasar peningkatan kualitas kehidupan dan kesejahteraan masyarakat yang tinggal di permukiman kumuh perkotaan. Pemerintah membentuk Program Kota Tanpa Kumuh (KOTAKU) untuk mencegah dan meningkatan kualitas permukiman kumuh di perkotaan melalui pembangunan infrastruktur dengan konsep pemberdayaan masyarakat. Akan tetapi, partisipasi masyarakat dalam pengembangan sistem penyediaan air bersih melalui Program KOTAKU di Kelurahan Sukapura diindikasikan bahwa setiap tahapannya disusun dan dilakukan oleh pihak lain yang memiliki kepentingan tertentu. Selain itu, masyarakat belum dapat dikatakan mandiri dalam pelaksanaannya dan memiliki rasa enggan dari masyarakat untuk mengikuti program tersebut. Hasil penelitian menyatakan bahwa tingkat partisipasi masyarakat dalam pengembangan sistem penyediaan air bersih melalui Program KOTAKU di Kelurahan Sukapura berada pada tingkat partisipasi konsultatif, artinya masyarakat berpartisipasi dengan cara berkonsultasi, sedangkan masyarakat belum memiliki peluang untuk membuat keputusan bersama. Walaupun masyarakat antusias, masyarakat masih perlu didampingi oleh tim fasilitator karena pengetahuan masyarakat mengenai pembangunan fisik yang dilakukan masih kurang. Masyarakat masih perlu didampingi oleh pihak program melalui tim fasilitator mengenai perencanaan, pelaksanaan, pemanfaatan, pengelolaan hingga pengawasan pada pembangunan fisik yang dilakukan. Rekomendasi yang diberikan adalah perlunya intensitas sosialisasi program agar masyarakat mendapat pengetahuan mengenai program; memotivasi masyarakat agar mampu berpartisipasi dengan memberikan pelatihan, penyuluhan dan peningkatan kemampuan masyarakat sebelum program berlangsung; mengimplementasi konsep Bottom Up Planning agar terbangun dialog antar stakeholder; serta memberikan pelayanan informasi mengenai rencana tata ruang, penataan lingkungan, perizinan dan standar teknis dalam rangka pencegahan dan peningkatan kualitas permukiman kumuh.Kata Kunci: Partisipasi Masyarakat, Program KOTAKU.
