Abstract.In October 2018, the Directorate General of Information and Public Diplomacy of the Ministry of Foreign Affairs of the Republic of Indonesia began the Diplomacy Festival program. The Diplomacy Festival was launched as a venue for public diplomacy socialization for adolescents, especially in high school to college education. This was done because the Ministry of Foreign Affairs felt that Indonesian people's participation was still lacking in conducting diplomacy activities in various fields. The purpose of this study was to determine the process undertaken in the formation of messages, the selection of participant activities, message motives to the obstacles in the implementation of Diplomacy Festival activities. The method used in this research is a qualitative method with a case study approach. Data collection techniques used in this study were interviews, participant observation, literature study and documentation. The data obtained were then analyzed using the process of categorizing and reducing data, the data obtained were then analyzed using relevant theories. The results of this study are able to show the existence of a certain strategy of Diplomacy Festival activities as media for the socialization of International Public Relations in government institutions, especially the Ministry of Foreign Affairs.Keywords: Diplomacy Festival. International Public Relations, Public Diplomacy, Socialization, Ministry of Foreign AffairsAbstrak.Pada bulan Oktober 2018, Direktorat Jenderal Informasi dan Diplomasi Publik Kementerian Luar Negeri Republik Indonesia memulai program Diplomacy Festival. Diplomacy Festival ini diluncurkan sebagai ajang sosialisasi diplomasi publik bagi kalangan usia remaja terutama pada bangku pendidikan SMA hingga perguruan tinggi. Hal ini dilakukan karena Kemenlu merasa partisipasi masyarakat Indonesia masih kurang dalam melakukan aktivitas diplomasi di berbagai bidang. Tujuan penelitian ini adalah untuk mengetahui proses yang dilakukan dalam pembentukan pesan, pemilihan peserta kegiatan, motif pesan hingga hambatan pelaksanaan kegiatan Diplomacy Festival. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi partisipan, studi kepustakaan dan dokumentasi. Data yang diperoleh kemudian dianalisis menggunakan proses kategorisasi dan reduksi data, data yang diperoleh kemudian dianalisis menggunakan teori – teori yang relevan. Hasil penelitian ini adalah dapat menunjukan adanya strategi tertentu kegiatan Diplomacy Festival sebagai suatu media sosialisasi Humas International di lembaga pemerintahan khususnya Kementerian Luar Negeri.Kata Kunci: Diplomacy Festival.
