ABSTRACT. The city government in order to carrying out the living atmosphere and a modern life need a program to achieve its goal. And so does Bandung’s Government, which has a program to answer every problems that happened in Bandung. To seek the success of the program which has been done, the government need a mass media to spread the programs. Galamedia is one of the printed mass media which is spreading the information about Bandung Government’s program. A media can’t be separated from the construction, and media’s perspectives of presenting the reality, one of the case is regarding Bandung Government’s program. This research used a qualitative’s study with Zhongdang Pan and Gerald M Kosicki framing analysis. Framing analysis is used to see how does the daily newspaper framing the facts they got by exploring four text elements which are syntax, script, thematic, and rhetorical. The results of this research is that in HU Galamedia, as for syntax element, or how does the journalist arrange the facts was seen by the emphasis of the title and the lead in the beginning of the sentences. As for script element, or how does the journalist write about the facts was seen from the emphasis of their writting of why element. While in thematic element, or the way of journalist describing the facts, used deductive’s style of writting which is showed which one is the important one or not. And for the rhetorical element, or the journalist emphasize the facts was seen through the usage of idioms and an image of the text. Keywords: News, Government’s Program, Framing Analysis ABSTRAK. Pemerintah kota membutuhkan program kerja untuk mencapai tujuannya, dalam menjalankan suasana penghidupan dan kehidupan modern. Demikian pula dengan Pemerintah Kota Bandung. Yang memiliki program untuk menjawab setiap permasalahan yang terdapat di Kota Bandung. Dalam mengupayakan hasil dari suatu program yang telah dijalankan, pemerintahan kota membutuhkan media massa untuk menyebarluaskan program tersebut. Harian Umum Galamedia adalah salah satu media massa cetak yang merupakan penyebar informasi mengenai program Pemerintah Kota Bandung. Sebuah media tidak akan terlepas oleh konstruksi, dan penentuan sikap media dalam menyajikan realitas, salah satunya mengenai program Pemerintah Kota Bandung. Penelitian ini menggunakan metode kualitatif dengan analisis framing Zhongdang Pan dan Gerald M Kosicki. Analisis Framing ini melihat bagaimana, surat kabar membingkai fakta dengan mengeksplorasi empat elemen teks, yaitu sintaksis, skrip, tematik dan retoris. Hasil penelitian menunjukan bahwa HU Galamedia, secara elemen sintaksis, atau bagaimana wartawan menyusun fakta terlihat dari penekanan judul dan lead di awal kalimat, secara elemen skrip, atau bagaimana wartawan menuliskan fakta terlihat dari penekanan yang dituliskan pada unsur why. Sedangkan dalam elemen tematik, atau cara wartawan mengisahkan fakta, dengan penulisan deduktif yang memperlihatkan mana yang dianggap penting atau tidak. Dan, dari elemen retoris, atau cara wartawan menekankan fakta terlihat dari penggunaan idiom serta foto dalam teks. Kata Kunci: Berita, Program Pemerintah, Framing |
