Abstract. PT. Semen Siam Group (SCG) that located in Desa Sirnaresmi sub-district of Gunugguruh district of Sukabumi is a new cement industrys established in 2015. This cement industry is one of the potential industries in Sukabumi district. However in the process of production of this industry, it is predicted to give both impacts or influences on economic sector, positive and negative. The purpose of this research is to identify the forms of externalities generated in the SCG cement production process and the most appropriate public policies to address the externalities of the cement industry manufacturing processes. There were ninety-nine respondents took part in this research. The method used in this research is descriptive method of analysis with quantitave approach whereas to analyze the public perception of government policy, likert scale was used. The result shows that there are positive and negative externalities. Positive externalities in are the form of externalities of the absorption of labor, the form of externalities to income, and the last form is the externalities to the economic structure. Negative externalities caused by this industry are in the form of externalities to the community water supply, air pollution, and health problems. Steps were taken by Sirnaresmi local government of Gunungguruh sub-district to reduce or overcome the problems caused by SCG cement industry by using likert scale method. The highest weight needed by the community are the supervision and control to reduce the negative impacts of the cement industry implemented by the local government.Keyword : Positive Externalities, Negative Externalities, Public Policy, PT. SCG, Village of Sirnaresmi Industri PT. Semen Siam Group (SCG) yang terletak di Desa Sirnaresmi Kecamatan Gunungguruh Kabupaten Sukabumi merupakan industri semen yang baru berdiri di tahun 2015. Industri semen ini merupakan salah satu industri yang potensial di Kabupaten Sukabumi. Namun pada proses produksinya industri ini diduga memberikan dampak atau pengaruh yang besar terhadap aktivitas ekonomi, baik dampak positif maupun dampak negatif. Tujuan dari penelitian ini adalah untuk mengidentifikasi bentuk-bentuk eksternalitas yang ditimbulkan dalam proses produksi semen SCG dan untuk mengidentifikasi kebijakan publik yang paling sesuai untuk menangani eksternalitas dari proses produksi industri semen. sampel dalam penelitian ini berjumlah sembilan puluh sembilan responden. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif analisis dengan pendekatan kuantitatif, sementara untuk menganalisis persepsi masyarakat terhadap kebiajakan pemerintah digunakan skala likert. Hasil penelitian menunjukkan terdapat bentuk eksternalitas positif dan negatif, eksternalitas positif berupa bentuk eksternalitas terhadap penyerapan tenaga kerja, bentuk eksternalitas terhadap pendapatan, dan yang terakhir bentuk eksternalitas terhadap struktur ekonomi. Eksternalitas negatif yang ditimbulkan industri ini adalah bentuk eksternalitas terhadap sungai atau air masyarakat, polusi udara, dan gangguan kesehatan. Langkah pemerintah Desa Sirnaresmi Kecamatan Gunungguruh untuk mengurangi atau menanggulangi masalah yang ditimbulkan akibat adanya industri semen SCG dengan menggunakan metode Skala Likert, maka bobot tertinggi yang dibutuhkan oleh masyarakat adalah adanya pengawasan serta pengontrolan guna mengurangi dampak negatif dari industri semen oleh pemerintah setempatKata Kunci: Eksternalitas Positif, Eksternalitas Negatif, Kebijakan Publik, PT.
