Abstract. One of the rivers polluted by plastic waste is the Cikapundung River. Many people dispose of plastic waste into the Cikapundung river due to many factors, namely the lack of garbage collection places, lack of public awareness, lack of control from the government so as not to throw garbage into the river. The purpose of this study is to determine the management of watersheds based on Government Regulation Number 38 of 2011 concerning River Management in connection with control efforts based on Law of the Republic of Indonesia Number 32 of 2009 concerning Environmental Protection and Management and its implementation of the management of Watersheds in the Cikapundung River. West Java province. The research method used in the research is Juridical-Normative and the data collection technique used is the library research method. The results of the study are to conclude that Government Regulation Number 38 of 2011 concerning rivers explains that river management must include river conservation; river development; and controlling the destructive force of river water. This regulation has accommodated that there are provisions regarding the prohibition of dumping waste into rivers.Keywords : River, Cikapundung river, Garbage Plastic, Society. .Abstrak. Salah satu sungai yang tercemar oleh sampah plastik adalah Sungai Cikapundung. Banyak masyarakat yang membuang sampah plastik ke sungai cikapundung karena banyak faktor yaitu kurangnya tempat penampungan sampah, kurangnya kesadaran masyarakat, kurangnya pengontrolan dari pemerintah agar tidak membuang sampah ke sungai. Tujuan penelitian ini adalah Untuk mengetahui pengelolaan Daerah Aliran Sungai berdasarkan Peraturan Pemerintah Nomor 38 Tahun 2011 Tentang Pengelolaan Sungai dihubungkan dengan upaya pengendalian berdasarkan Undang-Undang Republik Indonesia Nomor 32 Tahun 2009 Tentang Perlindungan Dan Pengelolaan Lingkungan Hidup dan Implementasinya terhadap pengelolaan Daerah Aliran Sungai di Sungai Cikapundung Provinsi Jawa Barat. Metode penelitian yang digunakan dalam penelitian adalah Yuridis-Normatif dan teknik pengumpulan data yang digunakan adalah metode penelitian kepustakaan. Hasil penelitian untuk menyimpulkan bahwa Peraturan Pemerintah Nomor 38 Tahun 2011 Tentang sungai menjelaskan bahwa Pengelolaan sungai harus meliputi konservasi sungai; pengembangan sungai; dan pengendalian daya rusak air sungai. Peraturan ini telah mengakomodir bahwa terdapat ketentuan mengenai pelarangan pembuangan sampah ke sungai.Kata Kunci : Sungai, Sungai Cikapundung, Sampah Plastik, Masyarakat. |
