Abstract. This research is based on Broadcasting Act number 39 of 1999, on the right to obtain information. In addition, the Ministry of Information policy in 2017, requiring the use of sign interpreter in news programs on television. This policy received encouragement from deaf activists and the deaf organization GERKATIN. Television as a medium of information delivery to all walks of life, should be able to facilitate the needs of information without exception. Due to the diversity of thought, knowledge as well as the personality of deaf people, will give rise to a variety of receptions that appear after watching political news shows on television. The purpose of this study was to find out the reception of deaf people to the television broadcast of presidential election political news. Then to find out also the mortgage position of the deaf, which was put forward by deaf people after watching political news broadcasts on television. The methodology used in this study was qualitative with Stuart Hall's reception analysis. The results of this study show that the reception that arises from deaf people after watching political news is that watching political news on television does not affect political attitudes. However, with information literacy can strengthen the information that can be. The position of deaf reading in the news of the presidential election is not forever absolute, the double position is set against the backdrop of the environment and the thinking of the deaf.Keywords: Television, Political News, Deafness, Reception Analysis, Sign Language.Abstrak. Penelitian ini dilatarbelakangi oleh UU Penyiaran nomor 39 tahun 1999, tentang hak memperoleh informasi. Selain itu adanya kebijakan Menkominfo tahun 2017, mewajibkan penggunaan juru bahasa isyarat dalam program acara berita di televisi. Kebijakan ini mendapatkan dorongan dari para aktivis kaum tuli dan organisasi tuli GERKATIN. Televisi sebagai media penyampaian informasi kepada seluruh lapisan masyarakat, sudah seharusnya dapat memfasilitasi kebutuhan informasi tanpa terkecuali. Akibat keberagaman pemikiran, pengetahuan juga kepribadian kaum tuli, akan menimbulkan beragam resepsi yang muncul setelah menonton tayangan berita politik di televisi. Tujuan penelitian ini ialah untuk mengetahui resepsi kaum tuli terhadap penayangan berita politik pemilihan presiden di televisi. Lalu untuk mengetahui juga posisi hipotekal dari kaum tuli, yang dikemukakan oleh kaum tuli setelah menonton tayangan berita politik di televisi. Metodologi yang digunakan dalam penelitian ini adalah kualitatif dengan analisis resepsi Stuart Hall. Hasil dari penelitian ini menunjukan bahwa resepsi yang muncul dari kaum tuli setelah menonton berita politik ialah menonton berita politik ditelevisi tidak mempengaruhi sikap politik. Akan tetapi, dengan literasi informasi dapat memperkuat informasi yang di dapat. Posisi pembacaan kaum tuli dalam tayangan berita pemilihan presiden pun tidak selamanya mutlak, terjadinya double position dilatarbelakangi oleh lingkungan dan pemikiran yang dimiliki oleh kaum tuli.Kata Kunci: Televisi, Berita Politik, Kaum Tuli, Analisis Resepsi, Bahasa Isyarat. |
