Salah satu praktek ekonomi Islam yang sesuai dengan kebutuhan masyarakat yaitu produk dana talangan haji, produk ini bagi sebagian besar orang merupakan terobosan positif yang menawarkan kemudahan untuk membantu masyarakat muslim mewujudkan cita-cita mulianya melaksanakan ibadah haji. Namun terdapat permasalahan pada produk tersebut yaitu adanya pendapat bahwa produk ini mengaburkan makna istitha’ah dan menambah panjangnya antrian sehingga untuk saat ini kemenag memberhentikan produk tersebut. Tujuan dari penelitian ini adalah untuk mengetahui landasan syariah mengenai produk dana talangan haji, untuk mengetahui manfaat serta madharat dari produk dana talangan haji dan untuk mengetahui analisis ekonomi Islam tentang produk dana talangan haji di bank umum syariah. Metode yang digunakan dalam penelitian ini adalah deskriptif. Sumber penelitian ini adalah data primer hasil wawancara dengan bagian pembiayaan, area retail banking manager untuk mendapatkan data terkait produk dana talangan haji di Bank Syari’ah Mandiri KCP Kadungora Garut, BRI Syari’ah Kantor Kas Unisba, dan Bank Jabar Banten Syari’ah Jl. Braga No. 135 Bandung. Teknik pengumpulan data adalah dokumentasi dan wawancara. Teknik analisa data yang digunakan adalah analisis kualitatif. Hasil penelitian ini menunjukkan bahwa landasan syari’ah produk dana talangan haji yaitu Al-Qur’an dan Hadis, QS. Al-Maidah (5): 1, QS Al-Baqarah (2): 282, QS Al-Baqarah (2): 280, QS. Al-Maidah(5): 2 serta HR. Abu Dawud Duruquthi. Di Indonesia sendiri dikuatkan oleh Fatwa DSN dan ditetapkan dalam Peraturan Menteri Agama RI Nomor 30 Tahun 2013 Pasal 1 Butir 4. Adapun manfaat produk dana talangan haji adalah meluruskan niat, ada kepastian kapan bisa pergi haji/booking seat, meringankan, membantu serta memberikan kemudahan bagi orang yang ingin melaksanakan ibadah haji. Sedangkan madharatnya adalah mengaburkan kriteria istita‘ah dan adanya penambahan pendaftaran calon jamaah haji yang signifikan tetapi tidak berbanding lurus dengan kuota dana talangan haji. Berdasarkan ekonomi Islam produk ini dibolehkan, pemberhentian dilakukan berdasarkan kondisi dan situasi tertentu. |

One of the Islamic economic practices that suit the needs of the community is that the product bailout Hajj, this product is for most people is a positive breakthrough that offers convenience to help the Muslim community to realize the noble ideals of the pilgrimage. But there are problems with the product that is their opinion that this product istitha'ah obscure meaning and add to the length of the queue so for now MORA dismiss the product. The purpose of this study was to determine the foundation of sharia regarding product bailout Hajj, to find out the benefits of the product as well madharat bailout Hajj and to determine the economic analysis of the product bailouts Islam Hajj in Islamic banks. The method used in this research is descriptive. Source of this research is the primary data interviews with part of financing, retail banking area manager to obtain data related to product bailout Hajj Syari'ah Bank Mandiri KCP Kadungora Garut, BRI Syari'ah Unisba Cash Office, and Bank Jabar Banten Jl Syari'ah , Braga No. 135 Bandung. The data collection technique is documentation and interviews. Data analysis technique used is qualitative analysis. The results of this study indicate that the runway Shari'ah Hajj bailouts product ie the Qur'an and the Hadith, QS. Al-Maidah (5): 1, Surah Al-Baqarah (2): 282, Surah Al-Baqarah (2): 280, QS. Al-Maidah (5): 2 and HR. Abu Dawud Duruquthi. In Indonesia itself strengthened by DSN and set out in the Minister of Religious Affairs No. 30 of 2013 Section 1 Clause 4. The benefits of the product bailout Hajj is to straighten the intention, there is no certainty when to go on Hajj / booking seats, relieve, assist and provide convenience for people who want to perform the pilgrimage. While madharatnya is obscure istita'ah criteria and the addition of registration pilgrims significant but not directly proportional to the bailout Hajj quota. Based on Islamic economics of these products is allowed, the dismissal is based on certain conditions and situations |
