Abstrac. The Implementation Village Government forms as stated in Law No. 5 of 1979 was the beginning of the creation of national law in the area of the village administration. In West Sumatra, the enactment of Law No. 5 of 1979 has led to a fundamental change to the delivery of Nagari administration, especially since the enactment of Nagari into the village. Twenty years later, in line with the incessant demands for reform and demokratisisasi in various fields, the Government replaced Law No. 5 of 1979 with the most recent changes is Law No. 16 of 2014. Act No. 16 of 2014 is trying to provide facilities to the existence of indigenous villages coupled with the west Sumatra provincial Regulation No. 2 of 2007 on the Principles of Nagari administration that tries to restore the identity of indigenous peoples Nagari West Sumatra It currently discussed by the authors on the Implementation of Regulations area of West Sumatra Province No. 2 in 2007 and was associated with Law No. 6 of 2016 about the village and the basis of the 1945 Constitution article 18 B. Specifically Nagari Nagari community enthusiasm Atar to return to the original village or villages ka babaliak is something that is long in waiting since the entry into force of equalization village by Law No. 5 In 1979 the author wants to analyze these problems by using normative juridical method, with specification of descriptive analysis.Keywords: Implementation, Decentralization, Constitution of 1945 UUD Abstrak. Penyeragaman bentuk Pemerintahan Desa seperti yang tercantum dalam UU Nomor 5 Tahun 1979 merupakan awal terciptanya hukum nasional di bidang Pemerintahan Desa. Di Sumatera Barat, lahirnya UU Nomor 5 Tahun 1979 tersebut telah menyebabkan perubahan yang mendasar bagi penyelenggaran Pemerintahan Nagari, terutama karena ditetapkannya Nagari menjadi Desa. Dua puluh tahun kemudian, sejalan dengan gencarnya tuntutan reformasi dan demokratisisasi di berbagai bidang, Pemerintah mengganti UU Nomor 5 Tahun 1979 tersebut dengan perubahan terbaru adalah UU Nomor 16 tahun 2014. UU Nomor 16 tahun 2014 ini mencoba memberikan fasilitas untuk keberadaan desa adat ditambah lagi dengan adanya Peraturan Daerah Provinsi Sumatera Barat No. 2 tahun 2007 tentang Pokok-pokok Pemerintahan Nagari yang mencoba mengembalikan identitas masyarakat adat Nagari di Sumatera Barat Hal yang saat ini dibahas oleh penulis tentang Implementasi Peraturan daerah Provinsi Sumatera Barat No 2 tahun 2007 serta dikaitkan dengan Undang-Undang No 6 tahun 2016 tentang desa dan dasar UUD 1945 Pasal 18 B. Antusiasnya masyarakat Nagari Khususnya Nagari Atar untuk kembali lagi ke nagari semula atau babaliak ka nagari merupakan suatu hal yang sudah lama di tunggu sejak berlakunya pemerataan desa oleh UU No. 5 tahun 1979 penulis ingin menganalisis permasalahan tersebut dengan menggunakan metode yuridis normatif, dengan spesifikasi penelitian deskriptif analisis. Analisis masalah ini akan dilihat dari Implementasi Peraturan Daerah serta penerapan otonomi daerah pada Sistem pemerintahan Nagari sumatera Barat.
