Abstract. Local Economic Development (LED) in West Java through the entrepreneurship program with create a hundred thousand New Entrepreneurs of West Java is contained in the Regional Medium Term Development Plan, it is very important to support New Entrepreneurs by the provincial government for the achievement of a better local economy. This research uses quantitative descriptive method. Using primary data that surveyed to 128 program participants. The analysis was done quantitatively by conducting Gap Analysis test and scoring on the results of respondents' answers using Likert scale with 2 criteria that made reference to measure effectiveness in this research are: PAN criterion (Utilization of State Apparatus No.Kep/25/m/m/Pan/2/2004) and the LED criteria (Local Economic Development). The results show the effectiveness of the program with 6 indicators: New Entrepreneur Training, Assistance and Monitoring of New Entrepreneurs, Employment Absorption, Product Promotion and Market Access, Capital Access and Business Network. The highest results are achieved by the new Entrepreneur Training indicator with a percentage of 83.71% including the criteria very effective on PAN and LED criteria. The lowest results are achieved by the Capital Access indicator with a percentage of 75.33% including criteria quite effective on PAN criteria and very effective on the LED criteria. Overall average indicator is 78.44% which is included in the criterion is quite effective while on the LED criteria have reached the criteria very effective.Keywords: Local Economic Development, Entrepreneurship, New Entrepreneur, Effectiveness. Abstrak. Pengembangan Ekonomi Lokal (PEL) di Jawa Barat melalui program Enterpreneurship (WUB) dengan Program Pencetakan 100 ribu Wirausaha Baru Jawa Barat tertuang dalam RPJMD, sangat penting dukungan terhadap WUB oleh pemerintah provinsi demi tercapainya perekonomian lokal yang lebih baik. Penelitian ini menggunakan metode deskriptif kuantitatif. Menggunakan data primer yang di dapat melalui survey terhadap 128 peserta program. Analisis dilakukan secara kuantitatif dengan melakukan uji Gap Analysis dan skoring terhadap hasil jawaban responden menggunakan skala likert dengan 2 kriteria yang di jadikan acuan untuk mengukur efektivitas dalam penelitian ini yaitu: kriteria PAN (Pendayagunaan Aparatur Negara No. Kep /25/m/m/Pan/2/2004) dan kriteria PEL (Pengembangan Ekonomi Lokal). Hasil penelitian menunjukan efektivitas program dengan 6 indikator yaitu: Pelatihan WUB, Pendampingan dan Monitoring WUB, Penyerapan Tenaga Kerja, Promosi Produk dan Akses Pasar, Akses Modal dan Jaringan Usaha. Hasil tertinggi dicapai oleh indikator Pelatihan WUB dengan presentase 83,71% termasuk pada kriteria sangat efektif pada kriteria PAN dan PEL. Hasil terendah dicapai oleh indikator Akses Modal dengan presentase 75,33% termasuk kriteria cukup efektif pada kriteria PAN dan sangat efektif pada kriteria PEL. Rata-rata keseluruhan indikator adalah 78,44% yang termasuk dalam kriteria cukup efektif sedangkan pada kriteria PEL sudah mencapai kriteria sangat efektif.Kata Kunci: Pengembangan Ekonomi Lokal, Enterpreneurship, WUB, Efektivitas. |
