Abstract. Tin ore is one of Indonesia's mainstay mining commodities in an effort to improve the nation's economic conditions. This can be seen from the level of Indonesia's tin production which annually meets ± 30% of world tin demand. The level of demand and limited reserves encourage the utilization of tin to be effective and efficient, so this research aims to determine the investment costs required to establish a tin processing plant from primary tin ore using wet chlorination technology. In addition, this study also aims to determine the production costs incurred, know the Net Present Value (NPV) projected to be received by the company, determine the economic feasibility using the Discounted Cash Flow Rate of Return (DCFROR) method, determine the length of return. capital (Payback Period), Net Present Value, and IRR. The data used as a reference for calculations is based on the results of laboratory-scale trials that have been carried out by the Research and Development Group (KP3) of the Mineral Research and Development Center for TekMIRA. The results of available data collection and calculation show that the investment cost for the construction of primary tin ore processing projects using the wet chlorination method is USD. 3,265,842 and working capital costs of USD. 3,602,736. The source of funds comes from one's own (equity) of USD. 2,060,573 (30%) and a loan of USD. 4,808,004 (70%), both from banks and other investors. Meanwhile, the costs incurred for operating costs are USD. 2,892,731 / year. From the calculation using the DCFROR method, it is known that the NPV value is USD -18,943,455, an IRR of 0.029% and the payback period is above the project life, due to negative cash flow conditions from the beginning of the project to the end of the project life. The values of these parameters indicate that primary tin processing is not feasible (loss) from an economic perspective, because the NPV value is negative, the IRR obtained is smaller than the minimum IRR (10.37%) and PP which is large.Keywords: Tin, Investment, Production Costs, NPV, IRR, Payback        Period Abstrak. Bijih timah menjadi salah satu komoditi bahan tambang andalan Indonesia dalam upaya peningkatan kondisi perekonomian bangsa. Hal ini terlihat dari tingkat produksi timah Indonesia yang setiap tahunnya memenuhi ±30% permintaan timah dunia. Tingkat permintaan dan keterbatasan cadangan mendorong pemanfaatan timah haruslah efektif dan efisien, sehingga penelitian ini dilakukan bertujuan untuk mengetahui biaya investasi yang dibutuhkan untuk mendirikan pabrik pengolahan timah dari bijih timah primer dengan menggunakan teknologi klorinasi basah. Selain itu, penelitian ini juga bertujuan untuk mengetahui biaya produksi yang dikeluarkan, mengetahui Nilai Sekarang Bersih (Net Present Value/NPV) yang diproyeksikan diterima oleh perusahaan, mengetahui kelayakan ekonomi dengan menggunakan metode Discounted Cash Flow Rate of Return (DCFROR), mengetahui lamanya pengembalian modal (Payback Period), Net Present Value, dan IRR. Data yang dipergunakan sebagai acuan perhitungan adalah berdasarkan pada hasil uji coba skala laboratorium yang telah dilakukan oleh Kelompok Penelitian dan Pengembangan (KP3) Mineral Puslitbang tekMIRA. Hasil pengumpulan dan perhitungan data yang tersedia diketahui bahwa biaya investasi pembangunan proyek pengolahan bijih timah primer menggunakan metoda klorinasi basah adalah  sebesar USD. 3.265.842 dan biaya modal kerja sebesar USD. 3.602.736. Sumber dana berasal dari milik sendiri (equity) sebesar USD. 2.060.573 (30%) dan pinjaman sebesar USD. 4.808.004 (70%), baik dari bank maupun investor lainnya. Sedangkan biaya yang dikeluarkan untuk biaya operasi sebesar USD. 2.892.731/tahun. Dari hasil perhitungan dengan menggunakan metode DCFROR diketahui nilai NPV sebesar USD -18.943.455, IRR sebesar 0.029% dan waktu  pengembalian diatas umur proyek, karena kondisi aliran kas yang negatif dari awal umur proyek sampai dengan akhir umur proyek. Nilai-nilai parameter tersebut menunjukkan pengolahan timah primer ini tidak layak (rugi) dilihat dari aspek ekonomi, karena nilai NPV negatif, IRR yang didapatkan lebih kecil dari IRR minimum (10.37%) dan PP yang nilainya besar.Kata Kunci: Timah, Investasi, Biaya Produksi , NPV, IRR, Payback Period.
