dc.description Abstract. Performance appraisal applied by PD Cleanliness Bandung itself is not optimal because the performance appraisal results only refers to the work program that is available for all work to run with what is written in the work program. It is necessary to measure or evaluate the performance of its employees in order to be evaluated for development purposes. Make clear rules for functional issues and employee performance measurement by not only relying on work programs, but there must be standards and job targets in each employee to have feedback on various things, such as abilities, strengths, weaknesses and potentials which in turn are beneficial to determine goals, pathways, plans, and career development.Spencer competence is the competence to know the individual characteristics to know the effectiveness of individual performance in work, with appropriate performance appraisal, hence productivity of employee performance can be assessed and rewarded in accordance with its effort so that Spencer competence is used in this research as indicator of performance appraisal in PD.Kebersihan by using the MBO (Management By Objectives) method and the BARS (Behavorial Anchor Rating Scale).Keywords: Performance Assessment, Management By Objectivies ,Behavorial Anchor Rating Scale,Kompetensi Spencer, PD.kebersihan. Abstrak. Penilaian kinerja yang diterapkan oleh PD Kebersihan Kota Bandung sendiri belum optimal karena hasil penilaian kinerja tersebut hanya mengacu pada program kerja yang sudah tersedia agar segala pekerjaan berjalan dengan apa yang sudah tertulis dalam program kerja tersebut. Sangat perlu dilakukan pengukuran atau penilaian kinerja karyawannya agar dapat dievaluasi untuk tujuan pengembangan. Membuat aturan yang jelas untuk masalah fungsi dan pengukuran kinerja karyawan dengan tidak hanya mengandalkan program kerja,  tetapi harus ada standar dan target kerja di masing-masing karyawan agar ada umpan balik tentang berbagai hal, seperti kemampuan, kelebihan, kekurangan dan potensi yang pada gilirannya bermanfaat untuk menentukan tujuan, jalur, rencana, dan pengembangan karir.Kompetensi Spencer adalah kompetensi untuk mengetahui karakteristik individu untuk mengetahui efektifitas kinerja individu dalam bekerja, dengan penilaian kinerja yang tepat, maka produktivitas kinerja karyawan dapat dinilai dan dihargai sesuai dengan usahanya sehingga  kompetensi Spencer digunakan pada penelitian ini sebagai indikator penilaian kinerja di PD.Kebersihan dengan menggunakan metode MBO (Management By Objectives) dan BARS ( Behavorial Anchor Rating Scale).Kata Kunci: Penilaian Kinerja, Management By Objectivies ,Behavorial Anchor Rating Scale,Kompetensi Spencer,PD.kebersihan.
