dc.description Abstract. Cellulite is a local aesthetic problem where the skin looks like an orange peel. Caffeine, which is known to have anti-cellulite activity, is hydrophilic and has poor permeation properties when it penetrates the stratum corneum. Rosemary oil (Rosmarinus officinalis L.) is also known to have anti-cellulite effect and also functions as a penetration enhancer that will help caffeine penetrate into the skin. This study aims to develop emulgel dosage form containing caffeine and rosemary oil with good physical stability and characteristics. The study began with the characterization of the main ingredients, caffeine and rosemary oil, then the optimization of the emulgel formula by determining the required HLB value of rosemary oil using a combination of surfactant Tween 80 and Span 80 with the addition of viscolam MAC-10 as a gelling agent. At the end, the physical characterization of the final emulgel was performed. The results showed that emulgel with tween 80 and span 80 10% as surfactant with HLB value 12, and viscolam MAC-10 5% as gelling agent, fulfilling pharmaceutical preparation requirements based on organoleptic, homogeneity, pH, dispersibility, and type emulsions test with various concentrations of rosemary oil (5, 10, 15%). The emulgel dosage form is also physically stable based on the centrifugation and freeze thaw test characterized by the absence of phase separation after testing.Keywords: cellulite, caffeine, rosemary oil (Rosmarinus officinalis L.), emulgelAbstrak. Selulit adalah masalah estetika lokal dimana kulit terlihat seperti kulit jeruk. Kafein, yang diketahui memiliki aktivitas antiselulit, bersifat hidrofilik dan memiliki sifat permeasi yang kurang baik saat menembus stratum korneum. Minyak rosemary (Rosmarinus officinalis L.) juga diketahui memiliki efek antiselulit dan juga berfungsi sebagai zat peningkat penetrasi yang akan membantu kafein berpenetrasi ke dalam kulit.  Penelitian ini bertujuan untuk mengembangkansediaanemulgel mengandung kafein dan minyak rosemary dengan karakteristik dan stabilitas fisik yang baik. Penelitian diawali dengan karakterisasi bahan utama kafein dan minyak rosemary, lalu optimasi formula emulgel dengan menentukan HLB butuh minyak rosemary menggunakan kombinasi surfaktan Tween 80 dan Span 80 dengan penambahan viscolam MAC-10 sebagai gelling agent, di akhir dilakukan karakterisasi fisiksediaan akhir. Hasil penelitian menunjukkan sediaan emulgel menggunakan surfaktan tween 80 dan span 80 sebanyak 10% pada nilai HLB 12 dan gelling agent viscolamMAC-10 5%, memenuhi persyaratan sediaan secara farmasetika berdasarkan parameter organoleptis, homogenitas, pH, daya sebar, dan tipe emulsi pada berbagai konsentrasi minyak rosemary (5, 10, 15%).  Sediaan emulgel tersebut juga stabil secara fisik berdasarkan uji sentrifugasi dan freeze thaw ditandai dengan tidak adanya pemisahan fase setelah pengujian.Kata kunci: selulit, kafein, minyak rosemary (Rosmarinus officinalis L.), emulgel
